like almost every other power in hellsing its never really explained pretty much all we know is that level five is the most restricted and level zero is no restrictions at all. at zero he reverts to his appearance as vlad tepes temporarily, and can summon familiars (the souls of those whos blood he sucked) to form literally his own army. (yes tubalcaine included)
