rocks actully, its ring is made up of millions of tiny pebbles (to rocks the size of your head) that are all floating within its gravity, so if your were to ice skate on it you'd half to find that was the size of a bus.

hmm... interesting.... tho space faring species would most likely not use radio as it is not is not a viable way to communicate over such vast distances! it may be our own radio signals caught in the rings or dense atmosphere of saturn
